Delivering Justice: Building a National Framework for Justice Infrastructure

Across the country, judicial systems face aging facilities, deferred maintenance, security vulnerabilities, and growing operational demands. The challenge is no longer whether courthouse infrastructure needs modernization — it is how to build a disciplined, scalable pipeline to deliver it.

This session convenes judicial leaders, state court administrators, county executives, legislative budget officials, and infrastructure partners to advance a national framework for justice facility delivery. Rather than focusing solely on individual projects, the conversation centers on institutional readiness, capital policy alignment, and lifecycle stewardship.

Using lessons from completed courthouse projects, the discussion will examine:

·         How judicial leadership can shape governance and delivery structures

·         What enabling policies are required to support responsible alternative delivery

·         How lifecycle funding commitments protect operational continuity and public trust

·         Strategies for building a repeatable, programmatic pipeline rather than one-off procurements

·         How justice-sector administrators can work across branches of government to align capital planning with constitutional responsibilities

By convening justice leaders directly, this session elevates the conversation from project mechanics to long-term institutional stewardship.  This is about more than construction.  It is about strengthening the physical foundation of the justice system and ensuring access to safe, modern, and resilient court facilities for generations to come.
