Progressive P3s: Advancing Public–Private Partnerships Through Early Alignment

An in-depth discussion of Progressive Public–Private Partnerships (P3s) and Predevelopment Agreements (PDAs), an emerging model that brings public owners and private partners together earlier in the project lifecycle to collaboratively shape scope, risk allocation, financing strategy, and commercial terms before financial close.

Unlike traditional P3 procurements that require fully formed technical and financial proposals upfront, the Progressive P3 approach selects a preferred partner based primarily on qualifications and conceptual approach, then advances the project through a structured predevelopment phase. During this period, the public agency and private team work jointly to refine design, validate costs, structure financing, allocate risk, and confirm performance standards prior to executing long-term concession agreements.

Featuring two public owners who have implemented and one actively exploring Progressive P3 and PDA frameworks, this session will provide candid insights into why agencies are turning to this model, how it improves transparency and market competition, and what safeguards are necessary to protect public interests. Panelists will discuss lessons learned, enabling legislation, procurement sequencing, and how Progressive P3s can accelerate delivery of complex infrastructure across transportation, water, energy, and civic facilities.
