Projects in Practice: DOT Leadership Lessons from the States

Former and current state DOT leaders come together to share insights from delivering major projects. Drawing on firsthand experience, this session will explore how agencies have structured, procured, and managed recent programs within broader capital improvement strategies.

Panelists will reflect on both successes and setbacks, offering perspective on how governance structures, enabling legislation, and internal decision-making frameworks have evolved over time. The discussion will examine how states evaluate risk allocation, determine project suitability for alternative delivery, and align financing strategies with long-term transportation and capital program goals.

The session will also highlight the leadership and stakeholder management required to move complex projects forward-coordinating across agencies, engaging the public, and maintaining political and institutional support.

Attendees will gain practical lessons on how DOTs are building internal capacity, refining procurement approaches, and positioning for alternative delivery.
