PROGRAM OVERVIEW

  • The U.S. Infrastructure Development Conference is a two day forum for public sector leaders and industry partners focused on how major transportation, water, energy, and civic infrastructure projects move from planning through procurement, delivery, and long term operations.

    Delivering infrastructure at scale today requires navigating capital constraints, owner capacity, and evolving delivery models. As projects grow in size and complexity, agencies are rethinking how they structure delivery, manage risk, and align funding with execution.

    Through keynotes, panels, and case based discussions, participants examine how infrastructure programs across the United States are being financed, structured, and delivered in practice, from early planning and capital strategy through construction and operations. Sessions are grounded in real projects, offering practical insight into procurement strategy, delivery model selection, risk allocation, and the integration of public and private capital.

The Alternative Delivery Office: Building the Institutional Engine for Capital Program Delivery


As the scale and complexity of modern infrastructure continue to outpace traditional procurement methods, many public owners are establishing dedicated Alternative Delivery Offices. This session explores the organizational blueprint required to effectively embed alternative delivery expertise within a public agency. Leaders from established DOT offices will share their experience building and evolving these specialized units—highlighting the internal culture shifts, staffing models, and legislative authority needed to advance major capital projects from concept through delivery.

The discussion will examine key lessons learned during the early stages, including how agencies approach risk allocation within these structures and maintain transparency and accountability to taxpayers. For DOTs and public owners with limited experience, this session offers a practical roadmap for institutionalizing alternative delivery. For private sector partners, it provides valuable insight into the internal decision-making processes, priorities, and long-term pipelines shaping the next generation of major infrastructure projects.

Delivering Civic Infrastructure: Capital Strategy & Alternative Delivery for Public Facilities

This workshop convenes senior public-sector leaders responsible for delivering civic and horizontal public infrastructure, including courthouses, civic centers, public safety facilities, and other essential government assets. The discussion will focus on practical strategies for structuring, procuring, and delivering public facilities through alternative delivery models. Discussion will address governance frameworks, risk allocation, lifecycle performance, and capital planning approaches that support long-term public value. Participants will also examine how Design-Build, Progressive Design-Build, CMAR, and public-private partnerships are being applied to civic infrastructure to improve cost certainty, schedule performance, and market engagement.

DOT Leadership Roundtable: Alternative Delivery & Federal Financing

Held in advance of conference, this invitation-only executive workshop convenes senior Department of Transportation leaders and private-sector executives for a focused discussion on advancing infrastructure delivery. The session will examine lessons learned from active capital programs, best practices in alternative delivery, and strategies to strengthen collaboration between public agencies and industry partners. The discussion will also address federal financing tools, including TIFIA and other programs, with direct input from DOT leadership on the resources and support most valuable to agencies. Designed as a closed-door leadership forum, the workshop encourages candid dialogue and practical insight. A hosted reception will follow.
